В 1935 году компания Electro Motive, подразделение General Motors, предложила маневровый локомотив мощностью 600 л.с. с двигателем 201. Разработка 201 привела к появлению 12-цилиндрового варианта мощностью 900 л.с. Воспользовавшись в 1939 году разработанной General Electric технологией тягового электродвигателя, компания EMD выпустила NW1, где N означала 900 л.с., а W - сварной корпус. В том же году была выпущена модель SW1, где S обозначала мощность в 600 л.с. В дальнейшем мощность двигателя была увеличена до 1200 л.с., однако обозначение S сохранилось.
