GM-EMD GP38-2
В середине 1960-х у большинства железнодорожных компаний Северной Америки возникла необходимость в локомотивах средней мощности. В 1966 году Electro Motive - отделение компании General Motors - выпустило локомотив, специально разработанный с целью удовлетворить потребность этого рынка.

the rails of most US railroads, and by 1980, sales had reached over 200O units. This popular locomotive is a great example of American railroading in the diesel era.

V polovině 60. let 20. století docházelo ke zvyšování výkonu lokomotiv určených pro posun a lehkou traťovou službu a u mnoha severoamerických železnic se zvýšila poptávka po středně výkonných strojích. V roce 1966 proto společnost General Motors – Electro Motive Division uvedla na trh lokomotivu určenou specificky pro tento účel. 

GP38 o výkonu 2000 koní byla poháněna novým motorem EMD s obsahem 645 kubických palců a kvůli udržení minimálních servisních nákladů byla dodávána bez přeplňování, protože se předpokládalo, že železnice, které si tento typ objednají, nepožadují stroj o velkém výkonu. Nabídnuta byla i verze s přeplňováním s označením GP39, která však byla určena jen pro železnice nacházející se ve vysokých nadmořských výškách, kde by nepřítomnost přeplňování byla velkou nevýhodou, a tak se jich prodalo jen několik.
