Water columns were found in most locomotive refueling areas especially near coal towers.
The water columns were connect by underground pipes to large water tanks.
When a locomotive need to resupply the tender with water the engine would stop so that column could turn so that the spout was over the tender.
The fireman would then open the water hatch on the tender and pull on the handle on the column.
This would open up the valve which is underground and water would rush up the column and out the spout.
As the water entered the column the weight would cause the column to bend down allowing the spout to align with the water hatch on the tender resupplying the water.
