For a series of track sections protected by miniature electirc staff operation in NSW it was common for trains that did not require to stop at a section-ending station for the collection of the staff for the section left and delivery of the staff for the section entered to be exchanged simultaneously without the train stopping. This was facilitated by the attachment of a staff to a hoop that could be caught over the arms proferred by an engine crew member and the station 'Safeworking Officer' (SWO) <kuid:368725:15000> as the engine cab passed the officer on the station.
When a train engine enters a relevant 'Staff transfer track' at a section-ending station with an active SWO, the SWO may initiate a 2-way transfer of staffs between himself and the train engine as it passes by at around 25-30km/hr. For the transfers to succeed in a station yard where a SWO is active, the SWO must be standing on his staff-transfer footpath section that runs parallel to the train's staff-transfer track. This command covers the case where there is only a one way delivery of a staff to the loco and the collection of a staff from the loco is not required.
Regardless of whether a SWO is active or not at a location, the delivery of the staff to the loco occurs in 2 stages. Stage 1 of the command occurs as the train approaches the yard. It extracts a staff from the minature electric staff instrument (MESI) to a SWO. Stage 2 delivers the extracted staff to the loco as it passes by the SWO.
