The Interstate Railroad never owned RSD5's. They did test C&O #5584, however, so had there been interest in reducing the individual load on each traction motor, the INT might have selected the RSD5 over the RS3. I've also never cared for that orange paint scheme INT used, so I tried out Chesapeake & Ohio's paint scheme. All those photos of C&O 5584 on the INT could have been of one of Interstate's units and they simply decided to copy C&O's paint scheme.
