C&O owned 199 GP7's. The 5700-5797 group lacked dynamic
brakes for work on the PM District in Michigan. The 5800's were for
the C&O proper, and since they were ordered for specific tasks,
#5800-5811 and 5840-5859 also lacked dynamic brakes.
