The lower semaphore permits setting back on a track that diverges to the right relative to the track controlled by the upper semaphore. Note that the upper sempahore may control a track that diverges to the left from a straight track controlled by the lower semphore. The latter is decribed as 'diverging' right not in reference to the ground layout, but only relative to the track controlled by the upper semaphore.
