In the late 1960s the RGW (Council for reciprocal aid) decided to concentrate the construction of large diesel locomotives in Romania and Russia. Conforming to the requirements of the DR, the locomotive works Voroschilowgrad introduced a diesel locomotive which was longer, faster and more powerfu, designated as class 130. Series production was started in 1973. By changing the gear ratios, class 130 was converted into a freight locomotive and placed in service as class 131. Based on experience with classes 130 and 131, the design of class 132 was finalized. The entire frame and superstructure design was reworked since this was the only way to gain room for the train heating equipment.

Following the traction change-over of the East German State Railways, from 1966 onwards Soviet diesel locomotives were purchased in huge numbers. These powerful and robust diesel locomotives made a lasting impact on the operation of the East German State Railways. With a gigantic total delivery of 1251 locomotives, which where divided into five branches of the same family, they formed the backbone of their diesel traction stock.

The soviet locomotive works in Lugansk produced ranges which were externally very similar and only differed in their technical equipment and maximum speed. The zenith of this locomotive development was a 4000 hp variant - the 142 class.
