Check Headlight On or Off:
Checks whether the train headlights are on or off. User selects which state they should be. Applies a penalty if the headlights are not in that state. Message window only activated if headlights are incorrect.

Any penalty is applied to the system variables 'Score' and 'Ranking Points'.

Rule returns after the message window closes. The rule does not function in multi-player mode as it checks the headlight state of the first train it finds that is not under AI control.
