Although the modern Wheeling & Lake Erie (WE) operates SD40's, the original Wheeling & Lake Erie (WLE) did not get that far, having been absorbed by the Nickel Plate in a 1949 lease agreement. This model is based on my belief that the W&LE, Western Maryland, and Pittsburgh & West Virginia should have merged.
